Another Tesla on Autopilot Stopped on Freeway, Driver Died: Report

What are they going to do with Tesla now? Do they sue him? this is going to be curious

Its not clear to me if the driver died while car was moving? and the car stopped somehow as a result of this?

If so I wonder if car activates blinker - hazard lights and tries to move to the edge of the road ( to the slower lan? ) to try avoid accidents ?
