For places that actually want to stay a nice place to live, for people that don't suck, incentivizing billionaires, current and would-be, to GTFO, is good. Push them as far out into the fringes as possible. Force them to live close to people they enslave. Make them uncomfortable with hording, for fear of direct retribution from the people near them.
